Well, for now, if anyone wants to be a King, I'll appoint 4 more. Other than that, when you choose your King and they accept you in their Set, it's up to that King to decide. So far, people have been granted the piece they want to be. You have the right to refuse and not join that King, but ultimately, the King decides who is what in their Set.
